Marketing of the City and Ocean Beach Park

CAM The New London City Council approves a budget of $120,000 for the purposes of marketing the City and Ocean Beach Park for fiscal years 2011 and 2012. This budget will be only for the purposes of paying for promotions and not salary. Funding source to be identified at the November 15, 2010 Council meeting and will not come from the City’s fund balance or the current budget.

CAM The New London City Council directs the City Manager to prepare an RFP for the purpose of seeking proposals from potential marketing consultants to market the City and Ocean Beach Park for a period of 22 weeks a year. The RFP shall be prepared as soon as possible with approximately a three-week turn around time for publication.

 

Pero On Taxes

What Rob has done:

  • Led the effort to reduce taxes in 2010
  • Major reasons why – Changed to self insurance-saved over $600,000 for the board and city.
  • Worked for and produced a budget of no increases in taxes in 2011.
  • Major reason Rob supported the hiring of risk manager which produced over $600,000 savings.
  • Also made recommendations of over $800,000 in cuts to the 2011 budget.
  • Introduced ordinance that will reduce taxes on senior citizens this year who participate in circuit breaker program by $200 per household.

Rob has taken the Pledge:

No tax increase in the first two budgets of his administration

How will Rob achieve this:

  • Work to increase the grand list by supporting new developments
  • Will introduce early retirement program in December 2011 to produce savings in next year’s budget
  • Will work to achieve increase hospital co-pay increases from unions to produce saving in next year’s budget
  • Continue to support audits on business filings for personal property which will help to increase the grand list
  • Reduce overtime in all city departments
  • Inservice Health & Wellness Program for city employees which will reduce health cost by 2 to 3 percent
  • Merge Board of Education and City Finance and Accounting functions
  • Merge Board of Education and City Legal Services

 

Job Training Program (Councilor Pero)

CAM The City Council hereby refers the proposed job training program to
the Finance Committee for the purposes of developing a policy.

Dog Adoption Policy (Councilor Pero)

CAM The City Council hereby requests that the City administration
provide a written policy regarding dog adoption. Said
recommendations shall include all publications in which dog
adoptions are advertised, along with how we publicize the
information on the Internet. Council shall be provided with all
associations that the City partners with and other organizations with
which we do not partner.

Creation of 9/11 Committee (Councilor Pero)

CAM The City Council hereby establishes a 9/11 Committee for the
purpose of planning for events that will honor the memories of the
lives lost that day. Said committee will work jointly with the
McCourt Memorial Gardens Foundation. Said committee will
include all members of the City Council, along with the City
Manager and any additional City staff deemed necessary to
accomplish event planning. Said Committee to meet the second
and fourth Mondays of the month to plan and discuss event
planning.

New London Regional Arts Council (Councilor Pero)

CAM That the City Council initiate discussions with the Connecticut
Commission on Culture and Tourism and the local arts community
about the feasibility of establishing a New London Regional Arts
Council in New London. (Refer to the Finance Committee of
Council)

Parade Plaza (Councilor Pero)

CAM Council allocates $10,000 from the Enterprise Fund to provide
concerts at the Parade Plaza for the Spring and Summer of 2011.

Programs to Address Youth Violence (Councilor Pero)

CAM The City Council directs the Acting City Manager to prepare and
submit an application for funding through Community Development
Block Grant for programmatic resources to address the needs of atrisk youth.

Recreation Activity – Kayak Vendor (Councilor Pero)

CAM The City Council supports the concept of having Kayak locations at
City Pier, Greens Harbor Beach, and Ocean Beach Park for the
recreational enjoyment of visitors to the city and for city residents.
CAM The City Council directs the City administration to develop an RFP
for the purposes of having a Kayak vendor be located at City Pier,
Greens Harbor Beach, and Ocean Beach Park. Said vendor shall
submit a proposal which would identify a cost to allow New London
residents to utilize the services at no cost. Council, also, requests
the input from the Parks & Recreation Commission on the
development of the RFP.

Possibility of Shuttle Boats (Mayor Pero)

CAM The City Council hereby establishes a feasibility committee for the
purpose of reviewing the possibility of running shuttle boats along
the New London and Groton shorelines for visits to designated
historic sites or other points of interests.

Month-to-Month Contract with Martin H. Berliner (Mayor Pero)

CAM That the City Council enter into an agreement with Martin H.
Berliner for the purpose of providing consulting services on various
City projects: Examples of projects to be worked on are as follows:
review and begin implementation of Hyett Palma Study; SLE
Expansion; OpSail 2012; Regional Intermodal Transportation
Center Study; various capital projects to include 21st Century
Schools, NLHS Athletic Fields Complex, City Pier, and Ocean
Beach Park GAM Building & Grounds; review and implementation
of Connecticut Trust for Historic Preservation Study; and Fort
Trumbull Development.

Bank and Truman Streets Intersection (Mayor Pero)

CAM City Council hereby requests that the Mayor send a letter to the
legislative delegation and the Commissioner of DOT requesting that
they review the intersection of Bank and Truman for possible
changes to the infrastructure as it relates to adding road way and
changing the signalization in the intersection. The city is requesting
this review based on the potential to pave this intersection next
year.

Blight Elimination Program (Mayor Pero)

First Friday Arts Nights Program (Mayor Pero)

CAM The City Council hereby supports the First Friday Arts Nights
program starting on December 3, 2010 and ending January 7,
2011. The City would be supportive of this effort by providing
transportation and marketing for this event. Galleries, theaters, and
museums would be open from 5:30 p.m. to 8:30 p.m. and the bus
shuttle would run from 5:30 p.m. to 9:30 p.m. (Refer to Finance

Calkins Park (Mayor Pero)

CAM That the New London City Council hereby directs the City Manager
to obtain cost estimates for regrading Calkins Park fields for the
purposes of drainage and reseeding and/or re-sodding. The
estimates should also include the cost for an irrigation system and
potential fencing around fields.

Lyman Allyn Art Museum (Mayor Pero)

CAM The City Council appropriates $5,000 to the LymanAllyn Art
Museum to assist the museum in providing services to the New
London residents and school children. (Refer to the Finance
Committee of Council)

Waterfront Coordinator (Mayor Pero)

CAM The City Council directs the City Administration to formulate a RFP
for the functions of the Waterfront Coordinator.

Negotiations with Veolia Water

CAM The City Council hereby authorizes the WWPCA and City Manager
to begin direct negotiations with Veolia Water regarding a potential
extension agreement and the possibility of significant savings to the
city.

Disruptive Behavior in the Downtown Area

CAM The City Council hereby requests that all enforcement departments
in the City of New London provide recommendations to address
disruptive behavior observed in downtown bars. Said
recommendations shall include but not be limited to the proliferation
of liquor licenses, noise, drinking in public, and new or modified City
ordinances.

OpSail 2010 (Mayor Pero, Deputy Mayor Sprecace, Councilor Olsen, and Councilor Russell)

CAM The City Council approves of New London, CT, being named a
homeport for OpSail 2012. A 15-member Mayor’s Committee will
be established to manage logistics of OpSail 2012 with each
Councilor recommending two individuals and the Mayor
recommending three individuals to serve on the committee. The
City Council furthermore authorizes an initial appropriation of
$10,000 to begin preparations for hosting the event.

Financial Incentives (Down Payment Assistance) to Encourage Homeownership (Mayor Pero and Deputy Mayor Sprecace)

CAM Having received and reviewed the proposed program description,
the New London City Council hereby approves establishing an
initiative to increase homeownership in New London through down
payment assistance. $100,000 from the Housing Community
Development Fund (Account 206) will be appropriated to enable
income-eligible people to receive $5,000 grants to assist in
purchasing a home in New London. All properties must be owneroccupied
and will be deed restricted as such.

The Council directs
the Administration to conduct a Request for Qualifications Process
to establish partnerships with up to five lending institutions that will
provide financing packages for buyers as well as marketing and
program support for the City of New London.

Use of Bates Woods Park – Plane Vanilla Club (Mayor Pero)

CAM City Council hereby waives any fees associated with the use of
Bates Wood Park by Plane Vanilla Club for a period of six months
in return for improvements to the area of usage.

Cell Tower at Ocean Beach Park (Mayor Pero)

CAM The City Council hereby supports all revenue received from a
potential cell tower at Ocean Beach Park being directed to a line
item for the sole use of Ocean Beach Park.

Joint Venture with the Chamber of Commerce (Mayor Pero)

CAM The City Council authorizes the City Manager to enter into an
agreement with the Chamber of Commerce of Eastern Connecticut
for the purposes of hosting a New London business forum on
purchasing and planning a celebration to commemorate the 100
th anniversary of the United States Coast Guard Academy and to
negotiate the costs associated with the services.

Accounting Software Program for the City and Board of Education (Mayor Pero)

CAM The Council of the City of New London endorses the City and
Board of Education using one software program for accounting
purposes. This will provide for more transparency of activity
between each group and provide savings in maintenance and
efficiency. As part of this program the City offers to handle the
payroll function of the Board of Education. The one person
currently employed by the Board of Education would be moved to
the City and become an employee of the City. The City would not
reduce funding to the Board of Education as part of this move and
the Board of Education could use this savings in other areas that
improved the education of the children of the City.

Self Funding for Health & Dental Insurance (Mayor Pero)

CAM The Council of the City of New London endorses the move to self
funding for health and dental insurance. After reviewing the
potential savings and understanding the potential risk, the Council
believes this is in the best interest of the City. The Council
encourages the Board of Education to do the same.

Voluntary Works for Elderly Tax Relief Credit (Mayor Pero)

CAM That the City Council consider implementing a voluntary work for
elderly tax relief credit incentive for New London seniors similar to
that of Danbury and Portland.

Water and Sewer Excessive Use Charges (Mayor Pero)

CAM That the City revert back to a previous policy allowing property
owners to receive one billing adjustment per ten years. (Refer to
the Public Works Committee)

Voluntary Leave Program (Mayor Pero)

CAM The City Council directs the City Administration to formulate a
voluntary leave program and report back to the City Council after
having discussed program with the Unions.  Voluntary leave
program can only be instituted where there is no need for overtime.

Waterfront Coordinator (Mayor Pero)

CAM Council authorizes the City Manager to negotiate and execute a
professional services agreement  between the City of New London
and Barbara J. Neff for the  period January 1, 2010 though
December 31, 2010.

Parade Plaza (Mayor Pero)

CAM Council allocates $10,000 from the Enterprise Fund to provide
concerts at the Parade Plaza for the Spring and Summer of 2010.

Emergency Room Co-Pays (Councilor Pero)

CAM City Council directs the City Manager to have the Finance Director and Personal Coordinator approach all City unions concerning negotiating increases to the emergency room co-pays for all City employees. If possible, the City Administration should invite all city unions to a group discussion concerning this issue and provide documentations to them on emergency room visits and the cost associated to the City. City Manager to report back to Council no later then April 1, 2011.
